BAGESHWAR, UTTARAKHAND — Congress leader and former Uttarakhand Chief Minister Harish Rawat has criticised the state government over its handling of disaster-affected areas, alleging a lack of effective administrative and political leadership.
Speaking in Bageshwar on April 24, Rawat expressed concern over what he described as insufficient monitoring and coordination by ministers in addressing the challenges faced by people in disaster-hit regions. He said that the situation requires active involvement and supervision at multiple levels, which, according to him, is currently lacking.
Rawat stated that no minister appears to be properly overseeing the work being carried out in affected areas, raising questions about the government’s response and preparedness. He emphasised that disaster management requires continuous review, timely intervention, and strong coordination among departments to ensure that relief and rehabilitation efforts are effective.
The senior Congress leader further alleged that there is an absence of strong administrative leadership, which is critical in managing crises. He said that in situations involving natural disasters, clear direction and accountability are essential to ensure that resources are utilised efficiently and that affected communities receive timely assistance.
He also pointed to what he described as a gap in political leadership, stating that leaders who are expected to provide guidance and support during such times are not actively involved. According to him, political leadership plays a key role in boosting morale, ensuring coordination, and facilitating quick decision-making.
Rawat claimed that, in the absence of active involvement from higher authorities, the entire responsibility has been placed on District Magistrates (DMs). While acknowledging the role of DMs, he suggested that expecting them to handle all aspects of disaster management without adequate support could lead to inefficiencies.
He stressed that disaster management is a collective responsibility, requiring coordination between elected representatives, administrative officials, and various government agencies. He said that relying heavily on a single level of administration can put undue pressure on officials and affect the overall response.
The former Chief Minister also highlighted the importance of on-ground assessments and direct engagement with affected communities, stating that leaders should visit impacted areas regularly to understand the situation and address grievances.
Rawat’s remarks come at a time when parts of Uttarakhand have faced challenges related to natural disasters, including landslides and extreme weather conditions. Such situations often require swift and coordinated action to minimise damage and ensure the safety of residents.
Political observers note that disaster management frequently becomes a subject of political debate, with opposition leaders scrutinising the government’s response and preparedness. Rawat’s comments reflect the Congress party’s stance on the issue and its criticism of the current administration.
He also called for improved planning, resource allocation, and monitoring mechanisms, suggesting that these are essential to strengthen the state’s disaster response framework. According to him, lessons from past experiences should be used to enhance preparedness for future challenges.
Rawat emphasised that the primary focus should remain on providing relief and support to affected people, rather than engaging in administrative lapses or delays. He urged the government to take immediate steps to address the concerns raised and ensure that necessary measures are implemented effectively.
He concluded by reiterating the need for strong leadership and coordinated efforts to manage disaster situations, stating that the well-being of citizens must be the top priority.
