CM Dhami Mandates PERT Charts for Time-Bound Completion of Government Projects in Uttarakhand

DEHRADUN — In a major push toward administrative accountability and efficiency, Uttarakhand Chief Minister Pushkar Singh Dhami has directed state officials to adopt modern project management techniques to ensure the timely execution of government announcements. During a high-level review meeting held at the State Secretariat on Saturday, the Chief Minister instructed the implementation of Program Evaluation and Review Technique (PERT) charts to monitor the progress of various development initiatives across the state.

The move is designed to eliminate bureaucratic delays and provide a clear, visual roadmap for complex projects, ensuring that public welfare schemes reach the citizens within the promised timeframes.

Strategic Monitoring of Regional Development

The review meeting specifically focused on development works within several key assembly constituencies, including Yamkeshwar, Pauri, Srinagar, Chaubattakhal, Lansdowne, and Kotdwar. CM Dhami emphasized that every announcement made on the floor or during public outreach must be tracked with precision.

By utilizing PERT charts, departments will be able to identify “critical paths”—the sequence of stages determining the minimum time needed for project completion. This technical approach is expected to streamline coordination between multiple departments, such as Forest, Public Works (PWD), and Jal Sansthan, which often face overlapping jurisdictions.

Priority on Public Grievances and Infrastructure

During the session, the Chief Minister issued stern instructions to resolve persistent regional issues on a priority basis. Key areas of focus include:

  • Essential Services: Immediate resolution of electricity and drinking water supply disruptions.
  • Disaster & Safety: Effective management of forest fires and addressing human-wildlife conflict in hilly regions.
  • Infrastructure: Ensuring the quality and time-bound completion of road projects.
  • Healthcare: Strengthening medical facilities in remote blocks to reduce the need for residents to travel long distances for basic care.

“Officials must take the problems raised by MLAs and the public seriously,” CM Dhami stated. He further directed that all pending government orders (GOs) related to his previous announcements must be issued no later than June 15, 2026.

Empowering Education: Girls’ Hostels in Every Block

In a significant policy decision aimed at boosting female literacy and safety, the Chief Minister approved the establishment of girls’ hostels in every development block of the state. With 95 blocks in Uttarakhand, this initiative aims to provide secure accommodation for students residing in far-flung mountainous areas.

Education officials have been tasked with identifying schools with the highest enrollment of girl students in each block to prioritize the allocation of land and resources for these hostels.

A Vision for 2026 and Beyond

The meeting also touched upon broader state goals, including preparations for the Kumbh Mela 2027 and the ongoing Char Dham Yatra management. The Chief Minister recently approved projects worth ₹1,252 crore to strengthen disaster management and infrastructure, signaling a robust fiscal commitment to the state’s growth.

By integrating technical monitoring tools like PERT with a grassroots focus on grievances, the Dhami administration is signaling a shift toward a more result-oriented governance model. The emphasis remains clear: announcements must transition from paper to reality without unnecessary delays, ensuring that the “Devbhoomi” continues its trajectory of sustainable development.
